A new tank shouldnt inhibit java moss at all... Also I dont see anywhere on that box where the nutrients it provides is listed. I assume its some type of comprehensive (like seachem flourish comprehensive). This should be sufficient (if that what it is) and possibly some sort of potassium (like flourish potassium).

But Java moss is really not very picky and I wouldnt be surprised if it did just fine with out any supplements.

Edit: re-read the "Main function" looks like it does have some potassium in it by "preventing them from turning yellow or holes", again not sure why it only wants you to use after the 3 week period unless they are referring to the time it takes to get the cycle up and going for the fish

What is the color temperature of the white one? i.e 7000k? 10000k? If its between 6000k and 10000k I would say it should be ok. Java ferns and moss dont need much to keep going. and if the pink bulb is the 650nm wave it should be fine. 80 gallon tank, roughly 80watts, 1 wpg is def low light, but they dont need much

Again since they do decent in low light they would probably be ok, but I cant guarantee that they will thrive. I would try it and see how it goes, may need to get 2 x 6500k lights

Watts is usually fixture dependent and doesnt directly relate to its ability to grow plants. Looks for ones that says something like "Full daylight, Daylight Sun, For plants" etc, etc. You may have to look online. Is there no Amazon.com in bulgaria?

Well Im out of Ideas. Just try it. Java moss and ferns a very cheap (usually). See how it goes and hopefully you will be fine. I have java moss growing in a deep dark corner of my 10gallon, completely covered in floating plants and does just fine and never dies.
