Definitely ich. Try raising your tank temperature 82-84 degrees for a few days and adding some aquarium salt.
87F is a better temp for ich, the cycle goes a lot faster and will kill all the ich floating in the water. Add 1 thee spoon of salt per gallon of water. 3 thee spoons are better, but your plants can't handle that.

If you add salt watch your corys and other scaleless fish. If they react weird, do big water change right away. Normally 1 theespoon per gallon won't harm them.

thanks guys turning up the heat tonight on its way up to upper 80s shouldnt take long as the aquarium is at almost 80 during the day I hate buying from chain stores
all that are in the aquarium are neons black and standard, but it is well planted.
turned off the co2 this morning

turn on an air pomp for extra oxygen, warmer water holds less oxygen.
