Cyano bacteria/blue green algae. It is usually caused by direct sunlight or very low nitrates. The best way to get rid of it is to suck it out manually with a siphon tube. Is your tank right next to a window?

+1 on the cyanobacteria/blue green algae (BGA).

Wow, one of the worst cases I have seen in quite some time. There are several threads on how to combat it here on the forum, just do a search and you can read up.
