Heat Pack Duds?

I ordered some 60-hour heat packs for shipping. I have opened 2 of them and they are both DUDS. Shouldnt they warm right up? The package says to just expose them to air.

Any advice?

I have seen some take 5 mins and others take a good hour or so. Is there a date on them?
