If that one bulb T5HO is about 4 inches above the top of the tank it should give you 30-50 micromols of PAR, depending on how good the reflector is. Drop it back down to the top of the tank and you should get at least 50 micromols of PAR, and it should cover the substrate pretty uniformly, since the tank is only 12 inches in depth. That is a very good light intensity to use.
