My killifish nipped the the tail fin nearly completly off one of my tetras and it has grown back within 3weeks, however it is clear not colored anymore. As long as there is not physical damage to the base of the fin i'd be hopeful!
maybe try some meds to help stop infection/fungus on the wound, apart from that I'd say its a waiting game. I thought my tetra was done for but it sprang back so be hopeful!
