Yes, that's GSA. Actually, it is best to increase your phosphorus dosage in order to get rid of it. That, or introducing a "rest" in the middle of your photoperiod.

Oh yes, I know to fix GSA I need to add phosphate.

No, excess co2 can not lead to algae growth. Algae need oxygen to live and by injecting co2 it limits the oxygen for the algae use.
