I have a 3.5 gal ADA tank setup about 3 months ago.
Using Aquasoil and injecting CO2.
The tank is fairly heavily planted with a few fish.

Here are my updated water readings:
4/03/16
PH: 6.4
Ammonia: 0
Nitrites: 0
Nitrates: 5
KH: 6
GH: 7
Phosphate: 0

I have started dosing with this regimen to create a consistent effort: http://www.seachem.com/downloads/charts/Plant-Dose-Chart.pdf

The bigger issue I have is this fuzz algae - it's growing on all of the plants - mostly the edges of the leaves.
The image attached is from the web - it illustrates what I am have going on.

Any advice would be appreciated.

Flourish Excel is a glutaraldehyde-derived fertilizer, and if your spot-treat the algae, it will almost always die after a few days. Just take a syringe and spot treat using the regular dose. Also you could consider some livestock choices. A single amano shrimp is not costly, won't break the bio load and will annihilate any algae in the tank.

I was also thinking about snails - but I like the shrimp idea better
