If you need fertz, I recommend EI dosing and you can find a good seller at this link, very cheap and will last you practically forever depending on your dosing regime: DIY EI Liquid Fertilizer| Premium Aquarium Fertilizer | NilocG Aquatics
As for substrate I recommend ADA aquasoil Amazonia Normal. Use water conditioner still yes, im not sure what you mean by do you have to wait? sorry.
