I have about all my equipment in to start setting up my new tank. I plan to do a Fishless cycle, but my question is do I put my plants in before or after I do the Fishless cycle?

Put them in immediately before you start the cycle. The plant leaves & roots will contain some beneficial bacteria and will certainly help to hasten the cycle.
+1. In fact if you plant heavily with healthy plants from the start you can actually add a small amount of fish right away, and the plants will eat up any ammonia before it gets to harmful levels. That way you don't have to deal with the fishless cycle, and no fish are harmed.
