fin rot or being bullied?

i purchased 2 convict cichlids and a tiger oscar recently. one convict is fine the other has no tail.. the oscar is starting to look really rough on his fins the picture is kind of hard to see... i have put him/her in a net just in case it is being bullied

the white edges look like fin rot but since it is only on the tail fin it could go either way.

Do you have a QT tank available? It might definitely need pristine water conditions to help heal. Possibly a separate medicated tank or a medicated dip.

What are the tank parameters? Ammonia, nitrite, nitrate etc...
