More water flow maybe, could be BGA on the leaves. Bio wheels are not the best choice for a planted tank. A small canister like a Rena would work well for circulation in a 29G. Do you have co2? Any more info would help.
filth issues
This is my first post so i'm not sure if this is in the correct section.
I have a 29 gallon bowfront with quite a few plants,not sure of all the names but some are red telanthera, dwarf baby tears ,cardinal planta couple different tall grasses and some freebees i got with an order.
Anyways, I am using 2 hang on back filters one is a penguin 150 biowheel,
the other is a cheapo top fin 40 with a sponge filter on the end.
I dont think I have too many fish.3 blue-ram 5 galaxy rasbora 2 pepper cory 1 inspector pleco 1 bristlenose 2 bumblebee cat.
My problem is that I have alot of filth build up on my plants,Glass shrimp eat a good bit but there is always a fine layer on the leaves of the plants.
I have been considering going to an external filter, but I'm really not clear
on the benifit of one compared to the other or if this is where ineed to start to fix the problem.
I tried putting a couple dozen cherry red shrimp in to clean up but the rams though they were just gettiing a really expensive feast

i guess it could be poor circulation too.I have a big piece of driftwood in the center of the tank.

All tanks get dirty. If you have a good clean up crew (shrimp, catfish, dwarf plecos etc.) they don't so much CLEAN all the mess from the bottom, they more or less sweep it into the cracks.
BGA, as Orland mentioned, does not look like dirt. It looks like a bluish film on everything. He is right that water flow will help, but I don't think that is your problem.
Sounds like you have enough clean up with the BN and coreys and bumble bees.
I'd bet money that you have diatom algae.
Looks like brown dusty mess that settles on all your surfaces, and easily brushes off with water flow. Generally a new tank issue. I would just be patient.

Exact discription,Looks kinda likda poop dust ha poop dust.it's not a new tank though,I've had it set up for about 8 months now.

Give your filter media/filter parts a good cleaning. I don't have a lot of experience with HOBs but know that when I've seen what you're describing on my substrate and plants, I've found that my canister filter media was disgusting and there was a lot of this gunk in the bottom of the canister.
Lot of light over your tank as well, how long is the photoperiod?
