What do you mean by "decent"? Fast, compact growth? I'd put it under more lighting as well as CO2...I'd say you're fine
So depending on exactly what you want, you might be fine, you might not. I'd get a 2x18W fixture for the tank.

4 WPG on a 1 gallon tank is NOT the same as 4 WPG on a 200 gallon tank. That's why I said it might be OK depending on what the OP wants.
