Emptying gas tank for shipment

Hello all,

I have a 20 oz paintball tank that still has some gas in it, but I want to sell it now that I don't need it. I don't want to send it partially full, because that could be dangerous and I discovered that if you try to refill a tank that has gas left in it, it will badly freeze over.

What should I do? Plug it into a regulator and just open the needle valve all the way? Since the volume of gas left is so small, I shouldn't be worried about emptying it into an open room, right?

Empty it outside. No issues then, except more greenhouse gas.
