Can you use the included valves on the supply from the filter to control the amount of flow to the tank?

Yes, it is usually recommended to only use the outflow/return valve to control the flow. I've done this without any problems.

Thanks. I am looking at using one on my 10 gal and wanted to be able to control the output.

The output from a 2213 is not that strong, I run 2 of them in a 46g, so you may find you don't have to cut it down at all. But I agree with Deeda no problem if you do.
