Eco complete planted substrate question

I'm setting up a new tank with eco complete. Does anyone know if it's safe to add fish right away?

It says it has has live purifying bacteria. So I'm a little confused. Is that not beneficial bacteria? What is the bacteria for?

Yes but you cant go throwing a bunch of fish in. You can cycle with ammonia or throw a few cheap fish in. You still need to test your water frequently to monitor ammonia ,nitrate etc.... till you have a stable environment. Do not rely on the "beneficial bacteria" in the gravel alone.
If you can add multiple bunches of stem plants and/or many floating plants you can get away with doing a 'silent cycle', the plants should be able to handle the fish waste assuming you don't add too many fish
Starting out with lots of plants is always a good idea
