My experience is that pygmy chain sword (Helanthium tenellum) looks exactly like the grass on my front lawn. the blades are thin and it gets about 4" high. In my hands dwarf sag gets about an inch taller and the blades are much more robust.

I'm not sure if this is a general thing, but I've also noticed that runners from my pygmy chain swords usually form big loops above the substrate, while the sag seems to be closer to the ground.
If you are talking about sag subulata I have some in 3 different tanks. Main tank it has stayed compact and new plants pop up from the substrate. other 2 tanks it has seemed to have grown a little taller besides not looking as dark green as the ones in the main tank. When not submerged they tend to have a wider tip and flower a small white flower.

Here's what I'm talking about. The blades are a little dirty thanks to a new tank.
