Hi all. Last night I got a dwarf lily (Nymphaea stellata) from my LFS. One plant is attached to the bulb. he also put in the stem and pads of another lily that he had accidently detached from the bulb. He "threw it in free" if you will.

so, is the bulbless lily salvagable?

Yes, it will grow, very salvageable.
Bulbs will also grow more plants from the bulb and they can be detached or some will fall off naturally.

Eventually a bulb can go through a dormant period and not throw more plants.
Some bulbs recover from this and some do not.

+ 1 on what MG stated. One of mine have recently done this, as the plant/bulb was growing, a smaller plant developed, grew roots into the soil and detached from the bulb. Plus I've had bulbs go dormant, I'll replant out of the way, forget about them, then they'll re-sprout later on.

Great! I really am getting 2 for the price of one. And I love the color of them.

Do I want to make sure the roots are completely submerged in the substrate? Do I need to do anything special to ensure continued growth? will it grow a new bulb?

I wish i could get my hands on a live dwarf lily plant! all i can ever find are dormant bulbs that are dead 99% of the time x.x

Yes, but make sure the crown is not buried. I don't the answer about the new bulb, as least not yet. If mine gets a bulb I'll let you know!
