Where can I get this dual manifold with or without the needle valve or something similar cheaper? I currently have one single output with a jbj bubble counter and may need to split it into 2 tanks. Any other way to add another needle valve to existing system without a manifold, so I can control the rate of co2 individually? Thanks.

Well, you'll need a second needle valve, and you'll probably want another bubble counter, but a simple 1/8" tee will do the job to split the flow. Such as:
