I know I can screw it to something but I am hoping that eventualy it will
sink. That's a 22 gallon tank. Any idea how long to get it to sink? The water is treated btw.

It likely will be water logged within a week as it is nearly completely underwater now. If you keep it at the bottom with a stone or two it will water log faster.

Oh perfect!!! I do not have a filter on the water, does that matter?

I will be away from July 25-31 so it should be fine by the time I get back which is my goal to start setting it up. Will filling the tank completly matter? I am going to add 2-3 inches of water to account for evaporating while I am gone but if it heles at all (I am not sure why it would but...) I can fill it.
Go ahead and fill it up completely. There's no reason not to. I'd do it now so you can be sure the tank isn't leaking before you leave.
