I have a three gallon tank that houses only plants, no fish or anything. The water can look stagnant at times but otherwise the plants look healthy and no issues with algae yet. Should I have a circulator running just? I do use Seachem Excel and am always concerned its not getting to every plant.

I think it can be successful either way. The question is, does it need constant circulation? I would say no. Those little tanks evaporate pretty quickly so if your adding some water every other day and it's moving ferts and whatnot around your probably fine for many plants. I've run plenty of small nanos without a problem for well over a year. Probably a combination of lifestyle and what will work best for you in terms of filtration. If you don't mind a filter on a small nano then your probably better off using one.
