I looked at my water report and it only says its got Nitrate, copper, lead, and some other useless minerals/compound.

It doesn't mention anything about calcium, and other important minerals for plants. Does anyone know if the report strips out important minerals or the tap water truly doesn't have any beneficial minerals in it?

Unfortunately the water quality report only shows harmful chemicals/minerals. There are trace amounts of minerals but to be safe I'd recommend RO/DI then remineralizing the water to your liking...
