Do I need to empty a PB tank before shipping?

So I sold a paintball tank. Last time I checked, it was full. So unless there was a leak or it wasn't completely shut off, it's still full. Do I need to empty it, or can I ship it as is? If it needs to be emptied, how would I do it?

Yes. Otherwise is illegal technically, I believe.

Call FedEx ground, you might be able to ship them ground, I know you can ship them freight, but absolutely not air.
