I have a 75 gallon tank with 80 lbs of Eco complete capped with black diamond blasting sand. I wish I had have Done it the other way but do carpet plants need a rich substrate.

I can say that my dwarf sag took off after I put a couple of root tabs around it. I use dirt with a bdbs cap.

I use diy, osmocote plus in gel caps.

Ive grown tons of DHG, micro sword, HC, stauro and glosso in inert sand. I think adequate light and good CO2 are more critical, along with good water column ferts obviously.

That is not to say a nutrient rich sub wont help, but it is not a requirement to grow the above mentioned plants nicely.

I agree with Burr having adequate light a long with water column fertilisers can allow you to grow a great carpet of most plants.

This is a mix of dwarf sag and ech. tennelus grown in peat with PPS Pro and no CO2. Hairgrass wouldn't take, but this has been great:

I have downoi, s repens, dhg, and pearlweed in a tank with fluorite with no problems. Root tabs can help, but are not required.
