Well i have a bunch of 3' 2x2s around. I'm planning on building a stand for my tank. Ihave a basic idea of what i want and i would like to hear any suggestions.

It will be the attached image with a 1/2" particle board screwed to the top of the stand. all be held together with 2 1/2" construction screws, would this be safe? i will also put a 1/4" back on the stand.

You need a sheet of plywood, or other sheet wood, across the back and each side, to prevent racking of that stand. Without that a push on one side or the front of the tank could result in sudden collapse of the stand. Those sheets don't have to be the full height of the stand, anything more than a foot or so will work.
I'd never trust a 2x2 stand built with screws. There just isn't enough "meat" on a 2x2 when you figure actual size is 1.5 x 1.5 Traditional mortise and tenon joinery yes. With glue of course. Or even dowel joints.
here's the current situation of the stand....

its a slight bit wobbly front and back.. holds my weight rocking no problem ~150 lbs
haven't attached the 2 boards cut out for the bottom shelf and the top slab yet. but ... i might apply hoppy's idea and surround the bottom with about 4" of wood making a bit of a skirt for the stand. Would that hold the weight?

I would put the "skirt" around the top of the stand. That would do a lot to stop any wobbling and should be adequate for the size tank you have.
