You could, but over time the yeast and sugar mixed dry will likely start to separate to some extent leaving the mix non - homogeneous. This would be a big deal if you gave it a good shake before scooping each time. Also if you are to be mixing up more than a couple months worth, I would keep it in the refrigerator as it will keep more of the yeast viable.

Like Sotty said...I wouldn't. Yeast is best kept sealed, cool, and in a dark area. I keep my open yeast packets in a ziplock in the freezer.

Your best bet is mix as needed. Unless you are creating mixes for individual containers, but I still wouldn't recommend that. You can't accurately just mix up a bunch of sugar and yeast and expect to scoop it out as needed and have the correct amounts of each.
