Current-USA Truelumen Flora t5ho, not growing?

I saw these bulbs on sale on amazon 10x $50 shipped. So I jumped on them. I bought exclusively red flora bulbs because they were all that was in stock.

I got them home and installed them but now my plants aren't growing like I'd expect.

I can't find a spectrum graph of the light output from these bulbs. A couple things changed all at once and I'm trying to diagnose what's happened.

Any one have good experiences with these bulbs in particular?

BTW, 2x t5ho / 55g / pressurized co2 / EI / EcoComplete
