It will grow emersed, but my experience with Crypts has always been that they actually grow faster when submersed. Have you tried root feeding with something like Flourish tabs or DIY Osmocote tabs?

Are you adding CO2 at all? That's another big way to boost growth.

It likely will not work well just sitting outside in Canadian weather. Cryptocorynes need a tremendous amount of humidity to grow emergent.
From what I've read, c. parva is an extremely slow grower. In contrast to other Cryptocorynes, it needs a lot of light. CO2 and fertilization will help considerably.
My experience with it as well.

About one leaf every two weeks with MGO capped with ECO under medium light and DIY CO2. Its a very pretty plant though.
ok, so ill just put them in my 7g tank with 2wpg. is that sufficient? ill also have root tabs and be dosing flourish.

Yes, it is sufficient. It won't grow "fast" without high light and CO2 though.
