Ok here goes:
1) Assuming I have no Co2, but WILL eventaully does excel, and I have ferts I will dose, which of these is best (most growth) on a 10 gallon tank? I have the following, all flourescent: 36 watts, 15 watts, 10 watts, another 15 watts, and 20 watts. Which will be best for my scenario?

2) After answering question one, what kind of foreground could I have?

Wattages alone mean nearly nothing, as there are so many different types of bulbs these days. 36 watts of T5HO lighting is very different from 36 watts of T12 lighting.

For maximum growth, you would want maximum light, along with a solid fertilizing regime (both macro and micronutrients) and also a stable CO2 level (or Excel, in your case).

With enough light, you could grow almost any foreground plant (i.e. HC, Riccia, Marseilia, etc).
