if there are fish in the tank, they won't survive as a population.

and they're filter feeders, meaning that the water needs green water or massive protozoans to create a stable population. You can't just feed it flakes or fish food.

I keep daphnia outside year round, and some inside during the winter just incase my outside population dies off, but that has never happened in two years (knock on wood). I keep them outside in a big bucket that gets half sun/shade. Also, if your tank has even the slightest filtration in it, it will get the daphnia- trust me.
When I feed my fish the daphnia, I close the intake valve on my canister cause they get sucked up so quickly if I don't.

Very easy to take care of.
