Consistent surface disturbance?

I have my canister output pointed toward the surface and a couple inches below the surface. I have the toughest time with evaporation and keeping the surface disturbance consistent. Because of this my co2 levels fluctuate and its getting really annoying trying to balance the tank. I dont want to invest in a ph controller either as cleaning and calibrating probes isnt any easier and they are too pricey. Any ideas?

You could buy / make a surface skimmer that will give you just enough surface movement to avoid the oily film issue while being weak enough to not really have to worry about gassing off your CO2.
