I'm planning on starting a 20 galon unheated planted aquascape (64-74 degrees F) and I was wondering what I could stock it with. I know for sure that I want cherry shrimp, but I don't know what shrimp safe coldwater fish are out there. Any suggestions? I was thinking maybe a small killifish or white cloud mountain minnows, but I haven't had experience with either of these with shrimp

Hillstream loaches maybe? Otocinclus and neon tetras(unsure if neons are 100% shrimp safe) are two surprising fish that can handle cooler water. Goldring and Celestial Pearl danios probably. Think mountain streams.

I have white clouds, they are hardy and active and easy to breed if they are the only fish species in the tank. The longfin variety is pretty neat.

I think some barbs and danios are very happy at those temps too.

If you can keep your lowest temp at, like, 68 you'll have a lot more options, but I understand if that's not practical.
