Looks like hair algae to me. Usually forms in a tank when the water is too cold and the bio-filtration stops or in a tank that has an excess of nutrients or is very dirty.
There's are several ways to help get rid of it, but as everyone will say, address the reason why you have the algae then get rid of it, so it doesn't come back.
Will probably need some more information about your tank and your daily regime with it, IE feeding, how much? Fertilizers what kind and how much? What is your lighting like, how often do you change your aquarium water.
But for starters you can go ahead and jack your tanks temperature up between 80-85 degrees, manually remove as much as you can, and then treat the entire tank with some salt (can't remember how much, but between 3-5% solution). One thing to keep in mind is hair algae is natures filter system, it filters out a lot of toxins and produces a lot of O2 in the water, so when you clean it out keep and eye on your fish, you may need to do an emergency water change or throw and air stone in there.
