You will to provide us with a more details than that.
For example, how big is your tank, what kind of lighting do you have, are you adding any feritlizrs, and are you adding any CO2 to the tank or not.
For all purposes and intents, the Cabomba that you have is turning yellow because the lower parts of the plant are being shaded and are not getting enough light.
