Could anyone please tell me if using liquid carbon such as Florish excel is as effective as using CO2? Thanks for any help on this.

It can be used as a tempory substitute and can be pretty effective in a low tech/low light setup. But it will never give you the kind of results you'd get from a pressurized co2 system.

I use it as a supplement to my pressurized system after a big water change. Its also a great product for the spot treatment of algea.

Even Seachem will tell you that Excel is not as good as CO2. See the Excel FAQ on the Seachem site.
Compared to CO2, Excel is rated at a 6-7 by Seachem as a carbon source.

That said, my CO2 tank just fizzed out. So it's a good idea to keep a bottle around. I'm glad I do...
It is a very effective carbon source for nano tanks, HC just loves it.
