Question is whats your budget. You could buy a entry level unit or high end stuff. Depending on what you want will make a difference in cost as well as quality and longevity/ease of use.

How large of a fish tank? How many tanks do you want it to run? Something cheap or something good? How do you want to add the Co2 into the actual tank..? Diffuser? Reactor? Atomizer?

There are good single stage units and good dual stage. These units if used can probably last longer then you. You could also buy the parts and build a unit yourself.
im trying to spend less than 100 if possible but id say maximum would be 150ish its for a 38 gallon tank ive already got all other aspects figured out... tubing and atomizer and tank so all i need is a good reg
Look at the aquatech regulator .
Do the aquatechs work with atomizers? I thought I read that they do not because of the fixed psi setting.
some people say atomic diffusers work with Aquatek's. I have an Aquatek regulator and I enjoy it, but I am building a dual stage because the needle valve that comes with most pre-built regulators is not that great. But for 150$ you could build a decent one..i did for about that.
Now brand, they are all pretty good, some people claim that some work better than others, but they all do the same in my eyes..just dual or single stage is the real question..and pre-built or make it yourself..good luck, but making one is the way to go..wish I would've done that myself, but oh well...
Sketch is right. You can get a better unit by other means. But your budget is why I recommended the aquatech. All my units are custom built by me and are dual stage units with good parts. It will make a difference in adjustment and longevity.
The Aquatech is going to have a neoprene diaphragm and so will most or all of GLA's regulators, If you build one it might cost $50 more but you will be able to sell it for $200 at any time but you'll really get nothing for a used Aquatech, maybe $35.

You should contact maknwar he has a thread in the powersellers area and he won't steer you wrong and it will be money well spent.
My thing is that I have no idea how to build one at all what parts do I need and how much is it going to cost in the end and a little update I want to use glass atomic diffuser (if I already said that I apologize its late and work kicked my butt) but I plan on attaching it to a paintball tank until I can get a legit tank sooo any thoughts on that?

I believe Maknwar along with bettatail, and btimmer have all gotten out of selling regulators and parts.

Recently I've seen announcements from at least Maknwar and btimmer.
ya I would go with both Maknwar and btimmer, both of these people are legit. No bettatail, he has been inactive for weeks now and myself and others are having problems ATM with him..though usually betta is on point, this is just not one of those times..well I have been informed that oldpunk is the only one left doing regulator stuff.
So just do a little research in the equipment section sticky on how to build one. Seems over whelming [sp.?] but other will be easier once the parts are in your hand.
Ditto building one. $150 can get you a nice post-body kit and a decent used dual stage regulator. If you want new, buy a post-body from someone on here and a micro-matic single stage reg.

The one I had was actually set at about 27psi. It would barely push 1 Bubble per second through one of these:
