I am looking to buy my first CO2 regulator and have come across a fisher scientific 10-572f for around $50-60(Google it for eBay link).

My question is will the on/off valve on the side attach easily to a needle valve and if so what size threads (asking if anyone knows first hand).

Why not just remove it? Those are 1/4 npt threads.

Do all regulators use 1/4" NPT?
If so is this a decent regulator?

you can remove the on/off valve as oldpunk78 suggest, or you can use something like this

1/4" female npt to 1/8" male npt adapter.
