In my opinion, it would be much more efficient at co2 diffusion if you could direct the output down into some form of chamber. It looks like it would just spit out bubbles that would go straight up and out. You would get some co2 into the water, but lose a lot of what you are putting in.

Surface skimmers are wonderful, especially when injecting co2 as it lowers the risk of gassing your inhabitants, however I must second an intake with a skimmer built in over a separate unit. Keeps things cleaner - however there's nothing *wrong* with a separate unit if you don't mind the extra equipment in the tank.
