I was thinking of growing some HC with the dry-start method, but then thought that HC can also be grown as a floating plant.

If I allow the HC to grow floating will it need CO2 supplementation, or will the top of the plant which is above water absorb CO2 from the air as it would in doing the dry-start method?

Any floating plant gets CO2 from the air as it is exposed to the air. Can HC be grown as a floating plant though?

HC can certainly be grown floating. Just beware that it grows as one tangled up mess. Another point to consider is when it is grown floating, a lot of it will be in emergent form and will have to convert to submerged when planted. I don't know which approach would give you the best end result.

I'd do dry start. Both methods would give same access to CO2, but dry start will allow it to get nutrients from the substrate and root better.
