I have a 29Gal tank, I am using a fire extinguisher CO2 cylinder as a source of pressuired setup. Currently, I have a ceramic diffuser which is located beneath a small 3W power filter. I want to set a venturi setup. will it improve my Co2 diffusion or not?
My 3W power filter can be seen, it was being used in my 10Gal planted tank.

A reactor will be more efficient than a diffuser. A venturi attached right to your co2 line probably (just guessing) would not be significantly different than your current setup. There are reactors that use venturi and those would be more efficient than your current setup.

Is there any Intank reactor? or can I DIY an intank reactor?

Ehh assuming you don't have a canister filter or sump (using hang on back filter?) you are probably best off either leaving your current system or trying a bell diffuser like this:

Personally I would be inclined to use a regular ceramic diffuser and burn a little more co2 just because I hate cleaning glassware. But even more frankly, if it were my tank I would change filter to a canister and use a reactor just because I prefer the look of stainless steel lily pipes and nothing else in the tank.
