It depends but to be safe do it. Have the pump running only at night when plants and fish are consuming the oxygen, and off during the day so you wont lose the co2 in your water and plants will consume it and transform it in oxygen
Just get a solenoid and a timer to make it turn off at night. No need for air pump. You save CO2 on the long run as well.
And no, you do not need to provide oxygen. Running a bubbler is just creating more surface agitation and all it is doing is the water and atmosphere reaching equilibrium with whatever is in the air. You will lose your CO2. If a solenoid is not a choice for you, then run a bubbler at night only.
