Yes. ANY filter is better than a powerhead. Unless that powerhead is an internal filter or it has media attatched to it by some means then sure.

What size is the tank it's gonna go in?
Is the tank heavily planted?
What is your price range?

Usually questions asked here so we can recommend a good filter for you.

Agreed. Canister filters will give you more flexibilty for incorporating add ons in the future (reactors, sterilizers, etc.), plus they hold much more media than hang on filters do. If it's a small, low tech tank though, a hang on filter will work just fine.
