Regarding your question pertaining to "best", opinions will vary. What wattage, color temperature, and base type (number of pins, pin configuration) are you looking for?

I've been using a few inexpensive Eiko & Plusrite 6500k 2G11 (straight 4-pin) brand bulbs... satisfied with both quality and price. Ordered mine from 1000bulbs.com (shipping was fairly reasonable).
