I am doing a scape in a 40b and I'm planning on building a hill that is about 6 inches high out of Seachem Flourite. Should I use some sort of filler, like sand in pantyhose or lava rock, or should I just pile the Flourite to form the hill?

sand in pantyhose is the best method. You don't want too much substrate.

Egg crate boxes work great too to really achieve height!
