Sounds like Aphididae. As for water boatmen and backswimmers, I don't know of any corixids or notonectids that are green or have cornacles jutting out the back. Aphids won't hurt the fish, and make for tasty snacks if they're caught. They *will* damage your plants though, and reproduce VERY quickly.
