Hey Folks, so this is more for my cousin, but here we go.

My cousin has one of those LED kits you can buy that comes with 24 LEDs, he chose blue/actinic for this reef aquarium, and he says that when he uses those in conjunction with his Metal Halides, it really hurts his eyes. Anyone have any thoughts or experience with this?

It all depends on the tank. If he has those 24 LEDs on something like a 40B, then yea, those and the MHs will be super bright/way too much for a tank that size, just like looking into the lights at sports stadiums.
If you can see the bottoms of the fixtures from where he is standing/sitting, then there's a good chance he is seeing the lights themselves: a problem I had with my T5HO fixture on my 90 gallon tank --> when standing I had no issue, but when sitting, I could see the bulbs in my peripheral vision and it was super bright.
As far as the color, I have previously read that blue causes the most fatigue and strain for your eyes, but I don't know how much I would trust the websites stating that.

Here's some information that may be interesting(from wikipedia):

Blue-light hazard is defined as the potential for a photochemical induced retinal injury resulting from electromagnetic radiation exposure at wavelengths primarily between 400 - 500 nm. This has not been shown to occur in humans, only inconclusively in some rodent and primate studies.[4] The mechanisms for photochemical induced retinal injury are caused by the absorption of light by photoreceptors in the eye. Under normal conditions when light hits a photoreceptor, the cell bleaches and becomes useless until it has recovered through a metabolic process called the visual cycle.[5][6] Absorption of blue light, however, has been shown to cause a reversal of the process where cells become unbleached and responsive again to light before they are ready. This greatly increases the potential for oxidative damage.[7] By this mechanism, some biological tissues such as skin, the lens of the eye, and in particular the retina may show irreversible changes induced by prolonged exposure to moderate levels of UV radiation and short-wavelength light.

I use LED's for a reef aquarium and make sure to block the sides so that the light never hits my eyes directly because they do cause a lot of strain.

Thanks a lot of the input. He has 2 MH and the 24 LEDs on his 220 Gallon reef. He's actually looking slightly down onto the tank and everything is covered. I'll have to check it out myself and see what the deal is, maybe its just him.
