7 or 8 with the Otto's. You may be able to pull off 10 but I found that they are somewhat messy and active. In a 20L its definitely doable.
IN a planted tank i could see easily 10 mabey say 13. Otto's have a very small bioload so mabey 5 ottos 11 black widows or say 4 ottos 13 black widows. IN my old 20 gal i had a pair of rams,3 neons, 4 black widows,2 prestillas, 6 amano shrimp, a common plec, a yo yo loach, a clombian redfin tetra, and 2 silver tipped tetras. So trust me if you do weekly waterchanges and the tank is planted well you shouldint have a problem. What kind of filter are you planing to use ?

I run an aquaclear 30 and a smaller filter filled with filter floss for polishing.

Yeah then you should be fine ith 10 maybe 11 with that filter. They are very active IME and they arent that great for 20H but for a 20L they are awesome.

Yeah mines a 20 high. Maby I'll just go with 8.
Well with the filtration I would try 10. From my experience they always seem to want more vertical swimming space. Alot of schooling fish are that way. Just plant heavily and enjoy them. I think the 10 will deifnitely be fine in there with enough plants, open ceter and foreground, snd good filtration.
