What is the best relatively cheap light fixture for a 36 gallon bowl front low-tech plant aquarium? The tank is 30 inches long but the lid allows for a 28" fixture (24" bulbs).

I use this fixture on my 30" tank and it working fine for 6 months now.

If it's low tech, I'd go for the 2x24watt light.

4x24 would give you 96 watts total and that's a lot of light if you're not doing co2
One of the single tube version of this, http://www.fosterandsmithaquatics.com/product/prod_display.cfm?pcatid=19759 would work, but it isn't really inexpensive. A 2 tube T5NO fixture, http://www.oceanicsystems.com/products/aqualight-t5-series---double-linear-strip.php would probably work even better, if you can find one, and it would likely be cheaper.
Coralife 30" or 24" fixtures. I got a 30" from bigal'sonline.com a while back and I believe it was about $60 and comes with two 18 watt bulbs. How many wpg are you aiming for and what are you looking to spend?
Don't go by "watts per gallon" - that doesn't work. Look at

to see what type of lighting will give you the amount of light you want.

The tank is 20" tall so with the light that came with the tank it will be impossible to grow plants. With the fixture I just bought, a t5, it will be low to medium.

I have this fixture as well. It is GREAT for low / low/med light. It does have some dark spots in the very top of the tank, but it does a pretty darn good job and it is not that expensive.
