Ceramic media don't need recharging, quite the opposite. Their job is to be a home for bacteria. You just wash them off in tank water/dechlored tap water when they get really gunked up and put them back in.
You can try baking activated carbon at very high temperatures for a half hour or so and potentially cause the organic molecules that have collected on it to evaporate or decompose, but a lot of that 'ashes' will just stick to the carbon.
