I think the stockings are fine (no.1 would be my choice), except I wouldn't recommend keeping Otocinclus as just a pair. Maybe forego them completely and just let the RCS take algae duties.
I would recommend having CO2 from the get go because it can take a while to dial in and adding it to an existing system may mess with the tank's balance. Alternatively, you could just go low-tech.

I am think I woukd add CO2 if algae became a problem. I can't decide on a decent CO2 kit for a nano tank or else I would go ahead and get one. I was looking at the Fluval 88g kit but I'm not sure how long it would last.

Added the canister filter today. I'm sure the circulation will help. Also planted some S. Repens in the middle of the tank
